We are pleased to announce the Rebranding of the Civil Registration and Identity Management Department following the passing of the Civil Registration and Identity Management Act. Though we are leaving behind Civil Status as you see in the color of our Logo, we will not forget that the Blue Registration Books and the data inside them created the foundation of our Civil Registry. You may also notice in our logo the fingerprint starts with two pig tusks symbolising wealth and the uniqueness of identities. In addition, we have incorporated the Namele leaf as the traditional way to count and register the number of people on some of our islands.

The practice of Registration of vital events has been around before our independence but as we are taking CRIM to the future.

Commitment

CRIM is committed to achieving Sustainable Development Goal 16, Target 16.9: "By 2030, provide legal identity for all, including birth registration." It is confident that this target can be achieved most likely before 2030. 

To accomplish Sustainable Development Goal 16.9, CRIM started the process of renewal of the legal, technical, and organizational conditions to establish a functional civil registration and identity management system in Vanuatu. In 2021, Parliament approved the Civil Registration and Identity Management (CRIM) Act (28/2021) and the Vanuatu National Identity (VNI) Act (27/2021). The legislative framework was further defined by the VNI Regulation (91/2022) and the CRIM Regulation (114/2022). This was done to increase the focus on issues related to Civil Registration and the establishment of data accuracy for all citizens and other residents in Vanuatu ensuring one record per identity. 

Strategic Objectives

Civil registration, as part of the public administration, needs to establish a connection between the CRIM Department objectives, the Ministry of Internal Affair planning, and the national strategies of the Government of Vanuatu. For the medium term, the CRIM Department has three strategic objectives:

To improve service delivery

Improve civil registration service delivery

To optimize civil registration services

Civil registration services to citizens in Vanuatu need to be delivered with integrity, centered around citizens, and responsive to their needs. New policies and services will make it more efficient for citizens to apply for civil registration products.

To improve data quality through increased use of digitized CRIM system

Data quality and interoperability are important objectives for civil registration. The quality of data is guaranteed through the implementation of an electronic CRIM system and digitization of data.

To establish an effective Civil Registration Organisation

Effective and professional operating organization procedures in place that guarantee pro-effective and effective management. Related to the two above-mentioned objectives, civil registration needs to place extra emphasis on the use of ICT and the coherent design and implementation of procedures and service delivery processes.

Specific Objectives for 2023

Data quality and interoperability are important objectives for civil registration. The quality of data is guaranteed through the implementation of an electronic CRIM system and digitisation of data.

Objective 1:

Improve coverage for registration of vital events such as births, marriages, and deaths,

Objective 2:

Establish and maintain a central civil register and population registry;

Objective 3:

Improve coverage for issuance of National Identity Cards;

Objective 4:

Regulate and develop policies, legislation, and strategies related to registration of CRIM and National ID;

Objective 5:

Improve service delivery and organizational compliance through an inclusive policy, legislative, planning, reporting, budget, restructure, capacity building, awareness, ICT, decentralization, and revenue generation framework;

Objective 6:

Provide the electoral authorities with timely and accurate information for the establishment and maintenance of an efficient and credible Voter Register.
